qualified doctors (and nurses) it will be necessary to apply the conscription law, but in doing so it will only be fair to offer more adequate pay (such as is given to the medical officers of the Air Force). Even with conscription, it is

doubtful if much more medical personnel can be recruited, 88

those not in war service are either staffing civil hospitals

in the rear and can be ill spared, or in occupied territory

or foreign settlements where it is well nigh impossible to

reach them.
